Desde el 2018, los sospechosos han estado lavando fondos bajo el liderazgo de un individuo de apellido Hong. Según un posteo del domingo en la cuenta oficial de WeChat del departamento de Policía del condado de Hengyang, la cual estuvo a cargo del arresto, estos fondos provenían de fraudes y apuestas de todo el país.
